first_imgPat the Cope Gallagher.MEP Pat the Cope Gallagher has welcomed the publication of a new report by the Irish Farmers Association entitled “Removing Barriers to Irish Aquaculture Development.”The report highlights the severe bureaucracy and red tape affecting the fish farming sector in Ireland.The findings of the report notes that the delays are preventing up to 2,000 new jobs and 60 million euro in lost investment in peripheral and coastal areas throughout Ireland. The Donegal politician insisted: “It is totally unacceptable that up to 600 applications for fish farming licences have been in the system for up to seven years. On several occasions over the past five years in the European Parliament, I have strongly called for the establishment of a one-stop shop in Ireland to deal with the approval of licences, drawing on best practice in other countries such as Scotland.”Mr Gallagher noted that at a European level, “the European Parliament and the European Commission fully supports the development of sustainable aquaculture and the new Common Fisheries Policy includes several supporting measures. However, Irish regulators appear to be incapable of getting past the inertia, which began with their inability to deal with the Habitats Directive and continues still to hamper job and export creation in peripheral and coastal areas.”Mr Gallagher continued “It is quite obvious to everyone that a valuable opportunity is being lost here, particularly for our coastal communities, where often there is no source of alternative employment. I can understand the huge frustration of businessmen and women trying to keep their coastal communities alive by making a living from the sea in an industry recognised for its quality and professionalism. We need to create an atmosphere conducive to job creation, not an atmosphere that prevents employment.“Without these SMEs our villages and towns along the periphery would disappear. QPR round-up: R’s unable to land winger, Barnsley want Kpekawa, Lumley set for loan move

first_imgQPR have missed out on the signing of Swansea City winger Modou Barrow.The 23-year-old Gambian was among Rangers’ top summer targets and the club were initially optimistic they would be able to take him on loan.However, Swansea stalled over a potential deal when he impressed during pre-season, forcing his way into their first team for the start of the new campaign.And with Barrow having also impressed in the Welsh club’s opening couple of Premier League matches, Rangers now accept he will not be joining them.Meanwhile, Barnsley have made an offer for QPR defender Cole Kpekawa.And Rangers have signed goalkeeper Seny Dieng after development squad keeper Conor Hudnott was ruled out for around six months with a shoulder injury.The Swiss 21-year-old was a free agent, having left German club MSV Duisburg at the end of last season.The signing means QPR can send goalkeeper Joe Lumley out on loan in the coming days.Lumley, 21, had been lined up for a loan move to Gillingham but that deal now appears unlikely to go through.Rangers are now looking at other options as they are keen for Lumley to pick up more first-team experience.Follow West London Sport on TwitterFind us on Facebooklast_img read more

Time for Mars Life Again

first_imgMethane detection around Mars is giving new life to claims there is life on Mars.  Space.com #1 and Space.com #2 explain why NASA scientists are looking to see if the methane can be explained geologically or biologically.  Some news sites, like The Sun, go over the top with claims life has been discovered.  Only the readers who look at the ending lines will realize there is skepticism about the claims.  The BBC News presented both biology and geology as possibilities.  See earlier reports on Mars methane from 03/30/2004, 11/14/2004 and 12/14/2004.This can only mean one thing: it’s funding season again.  NASA helped distract attention from Clinton’s sins in 1996 with the whiz-bang press conference about life in the Martian meteorite.  That provided enough funds to launch the science of Astrobiology (04/17/2006, 08/06/2006).  They probably need a boost from Obama.  The safe money is on the geology (see sample rebuttal on Reasons.org).  Earth’s methane is biogenic, but Titan’s is geological.  The question no one is asking is whether a geological origin suggests Mars is not as old as claimed (09/28/2004).  You can ask it, though.  Meanwhile, enjoy Wayne Stayskal’s cartoon.(Visited 8 times, 1 visits today)FacebookTwitterPinterestSave分享0last_img read more

R800m for South Africa’s Green Fund

first_img3 May 2012 The National Treasury has allocated R800-million over the next two years for South Africa’s Green Fund, which aims to provide finance for high-quality, high-impact, job-creating green economy projects around the country. Water and Environmental Affairs Minister Edna Molewa made the announcement in Cape Town on Wednesday ahead of her department’s budget vote in Parliament. Molewa said the money represented a critical mechanism for achieving a just transition to a low-carbon, resource-efficient and job-creating green economy growth path in South Africa. “The primary objective of the Green Fund is to provide catalytic finance for high-quality, high-impact green economy projects and mainstreaming activities which would not have been implemented without fiscal support,” Molewa said.‘Myth’ that green management hinders development She said it was up to South Africans to debunk the myth that environmental management hindered development, by positioning the sector as a major contributor to job creation and the fight against poverty. “The transformation of our industries towards the building of a green economy has many facets; [it is mainly] about creating new labour-absorbing industries that also mitigate impacts on the environment. “This green economy offers substantial opportunities for job creation and development in the environmental goods and services sector, particularly in biodiversity, waste and natural resource management services.” Last year, the department committed to implementing a green economy plan through local and international partnerships with green investors, supported by funding from the Treasury’s Green Fund, as well as international funding through facilities such as the World Bank Clean Technology Fund and the newly established Green Climate Fund.Biodiversity jobs for 800 graduates, school-leavers Molewa also announced on Wednesday that up to 800 unemployed school leavers and graduates, mostly from rural areas, would be hired in biodiversity jobs for a period of two-and-a-half years. Molewa said the department would manage the placement of the candidates through the South African National Biodiversity Institute (Sanbi). “Sanbi’s application to the jobs fund, titled ‘Catalysing access to employment and job creation in ecosystem management’, was approved by the Development Bank of Southern Africa to the tune of R300-million,” Molewa said. In this regard nations such as Japan, South Korea, and Turkey,and to a lesser degree, Egypt has a relatively negative perception of South Africa.“South Africa is notably strong in India, Germany, France, and the UK. The international campaign to change the world for the better asks individuals and organisations to devote 67 minutes – in honour of Madiba’s 67 years fighting for liberation – of their time to meeting the needs of others.This year, President Jacob Zuma has, as part of the government’s initiative to #CleanUpSA for Mandela Day, challenged South Africans to work towards cleaning and preserving their environments.While it is difficult for ordinary South Africans to tackle air and water pollution, smaller everyday acts are well within our capabilities; one such activity is recycling.Recycling for the economyOf the total waste generated in South Africa annually, just 10% is recycled, yet a whopping 65% of that waste is recyclable. Recycling saves energy; for example recycling 1 ton of paper saves 17 mature trees, 26.498 litres of water, 2.3m3 of landfill space, 238.48 litres of oil, and 4000 kilowatt hours of electricity.Recycling also helps boost the economy by producing jobs; in 2011 waste management contributed over R2.4-billion of South Africa’s gross domestic product, while in 2010, nearly more than 1.25 million tons of plastic were recycled, providing employment for nearly 40 000 people.Recycling has numerous other benefits, one of which is immediately visible; reducing unsightly litter such as plastic bags and old newspapers. What changes did your City (State) make to the code?

first_imgNow that you’ve finally learned the (model) code, it’s all different!At long last, after three years of proposed code changes, code hearings, floor votes, public comment period and final action hearings, a new International Residential Code (IRC) is developed and published. You’ve purchased it from the International Code Council and read through it in anticipation of a green-home building project.Now keep in mind, the IRC is just a guide, a model building code, and does not have the force of law until adopted. Normally during this adoption process the jurisdiction will add or subtract code requirements or modify the provisions that better suit that region’s interest. These modifications are usually known as local amendments.The adoption and enforcement at the local level varies across the nation according to each state’s organization and constitution; and whether the state is a “Dillon-rule” or a “home-rule” state. Generally, a Dillon-rule state is said to have complete authority over municipal government except as limited by the state or federal constitution. Because of this complete legislative control, a city or county government’s power is limited and only extends to the following: (1) rule of law (2) implied or incidental and (3) absolutely indispensable.Home rule can defined as letting the city or county enforce the state law. It transfers the authority from the state to the locality. About 40 states are home-rule, and about 10 are Dillon-rule. A Dillon-rule state will, generally (there are exceptions to every rule) have a statewide building code, and a home-rule state will have variations of state and local building codes. So check to determine what building code is enforced in your community.The State of Virginia, for example, is a Dillon-rule state and therefore has a statewide building code called the Uniform Statewide Building Code (USBC). The adoption process for states, cities, or counties, irrespective of the state’s status, usually includes formal steps such as public notification, hearings, and, finally, acceptance. While the adoption process is pretty much the same nationwide, the changes themselves vary according to the locality or region.As much as the IRC is written to be a national standard, unique geographic or political influences tend to have an effect on the code. For instance, New Mexico and areas of Arizona have significant amendments to regulate earthen construction; adobe and rammed earth. Virginia has stair geometry with steeper inclines that the IRC permits. Almost 100 cities have green-building programs adopted that modify the code. There may be more restrictive requirements such as mandatory fire suppression systems for all homes, as in Scottsdale, Arizona. There may be a reduced requirement or even importation one or more of the appendices into the body of the code.Generally, the administrative provisions are changed to match the state law for permits, code violations, penalties, and such. It is important to have the model code itself, since these amendments are limited to the changes and not the bulk of the code itself.Be sure to check with your locality before designing a green home, getting a permit or calling for inspections. Things could be different than you’d expect! For example, there may be materials (like straw bale or adobe) that are permitted at the locality. You can differentiate by having the lowest price as a way to attract customers who only perceive price as value. You can differentiate by having a better product, with features and benefits that are far beyond your competition, differentiating on what makes you unique. There are strategies for explaining why what you sell is different and how your clients benefit from those differences, and they can help you win business.As beneficial as those differences are, there is one area where it is even more important to be different, and that area is salesmanship.There is a reason why salespeople who have higher prices and who do not have the very best product or service win business. Most of the time, that reason is that they are better at selling than the salespeople and sales organizations against whom they compete for business.If you want to tilt the playing field in your direction, the most important differentiation is within your control. You can:Improve your willingness and your ability to create new opportunities by spending more time refining your approach to prospecting. The commitment for time is now one of the most difficult commitments to gain, and those who outperform here generally outperform when it comes to their overall results. No deal is closed that is not first opened, and creating opportunities is part of salesmanship. This is a critical differentiation strategy.Your business acumen and your situational knowledge is now a defining differentiator when it comes to salesmanship. It is the “advice” half of the two-part recipe that makes one a “trusted advisor,” with “trust” being the other half. If you want to be different, investing here provides exceptional returns. It isn’t all that difficult to develop in this area. You need only to read, study, and interview people who know more than you, take account of what you know, and develop a few themes. It’s easy to create a gap here if you are willing to work while your peer group plays.Knowing how to sell is a differentiator, and it produces an enormous difference in your results. If you want clients to see and acknowledge a difference, you need to be able to help them identify the reasons they should change, understand how they should change, what trade-offs they may need to consider, and know what commitments they need to make to further the process of change to pull yourself out of the pack.There is a reason that some salespeople do tremendously well while selling commodities and other salespeople struggle even when they have an offering that is clearly differentiated and superior to the alternatives.
