In 1992, 18% of the population had been infected, but the number dropped to less than half over the next decade and in 2001 was recorded at 6.4%.The good news was that the people of Uganda were avoiding infection in large numbers and so the focus could shift towards providing proper treatment for those who were already infected. The bad news, however, was that efforts to hold awareness drives waned, and the multi-sectorial approach of the government lost some of its hold. Soon enough, more and more Ugandans were becoming infected again. Figures released in 2011 show an infection rate of 7.2%.U-turn in infection ratesIt was in 2009, at a press conference held ahead of World Aids Day, that the secretary-general of the Uganda Aids Commission (UAC), Dr Kihumuro Apuuli, admitted that a shift in the government’s campaign focus had brought the country to the point where new infection numbers were once again rising, citing 2002 as the year that this became notable.Although the growth in new infections was slower than that of the 1990s, Apuuli’s organisation asserted that the general attitudes of people towards the disease needed to change. Their latest figures at the time showed that 65% of the cases were among married couples.The most affected population group is the 15-49 age demographic, and there are more women in the statistic than men, which intensifies the danger of mother-to-child infection in pregnant women.Authorities concede that the government alone will not be able to tackle the problem and achieve the results of 11 years ago, but with as much participation as possible at community level, the most vulnerable groups can get something out of the awareness campaigns.Messages through theatreEnter the International Theatre and Literacy Project (ITLP), a US-based NGO that brings theatre artists from all over America to developing countries to conduct workshops on writing plays and performing with school pupils and teachers. Started in 2005 by Marianna Houston, former director of the New York-based Theatre Development Fund, the ITLP has worked in countries like Tanzania, Malawi and Rwanda since its establishment.The programme’s focus is on community development and awareness of HIV/Aids, and by involving young people in the performing arts, it is able to convey messages to the broader community by way of writing plays which the pupils then perform for members of their communities, in the familiar environment of their villages.“Everyone gathers around and there’s a platform and someone has a little bit of a costume and you’re going to learn a lesson,” explained Houston in a recent interview with Media Global News, a news site with a focus on the developing world.“You’re going to learn how to put a condom on a banana, and you’re going to learn how to get tested for Aids, you’re going to learn about corruption…you’re going to learn something.”Throughout the performances, there are discussion intervals where audience members tackle the conflicts highlighted in the scene in order to find a solution.Houston feels that this form of awareness is more effective because the audience gets to learn from trusted members of their community, and this strengthens the likelihood of them changing their behaviour, and in turn helps reduce the impact of the disease.The benefits of theatreITLP’s workshops take place over a course of two weeks and are facilitated by the organisation on the one hand and the teachers at participating schools on the other. The pupils take part from Monday to Friday during a break in the school term, and at the end of the two weeks, they perform a play that they have written themselves.Although the plays are in English, summaries are made available that are translated into the language commonly spoken by members of the community.The work by the cast does not end there, however, as the pupils also get to perform the play again for the rest of the school when the term commences.“The programme contributes to new perceptions of themselves as young citizens capable of fostering a new kind of leadership in their communities and country,” said Houston.An added incentive for pupils who wish to participate in the programme is the chance to receive a scholarship, given by the ITLP to cover the cost of textbooks and tuition.In Tanzania, two of ITLP’s participants from St Margaret’s Academy got an opportunity to attend the Camp Treetops, a residential camp in New York as part of the ITLP-Nowicki scholarship, funded by film producer Stefan Nowicki.“Theatre is a very good method for communicating information [in] an oral history society,” said Houston. “The act of coming together at a performance reconnects communities with cultural roots.”

There are two dimensions to this, firstly, by spending on pure marketing which will enhance a country’s reputation, and secondly, a country’s contribution to the global arena, and how this is received/perceived by audiences, is a determining factor in shaping a Nation’s brand reputation.”The NBI study results also indicate that South Africans have a strong positive self-perception, placing their home country 19th overall, 6th for Culture, 7th for Tourism, and 4th for People.“While the self-perception of the Nation Brand is relatively healthy (with the exception of governance) it is interesting to observe which nations rank South Africa better and/or worse the previous year. In this regard nations such as Japan, South Korea, and Turkey,and to a lesser degree, Egypt has a relatively negative perception of South Africa.“South Africa is notably strong in India, Germany, France, and the UK. Although the following countries have varied perceptions of South Africa across the pillars, Argentina, Australia, Brazil, Italy, and Sweden show a generally positive disposition towards the country.However, governance, and perceptions of investment & immigration environments, are areas which call for much improvement,” added Dr Makhubela.Brand South Africa tracks a wide variety of indices, reputation indicator studies, and commissioned research to monitor the nation brand’s competitiveness and reputation standings. Placing a finger on the screen opens a “palette” of available options next to it, similar to the radial menu that Microsoft included in its OneNote application. If the user spreads his fingers, the palette expands to include new options. Part of this could be enabled with a touch display; alternatively, a Kinect sensor could also be used to “see” how a user is actually interacting with the display.When a user approaches with a Windows smartphone, the phone syncs with the display. When the user is close to the display, the phone shows the palette options. Farther away, the phone shifts into a “remote control” mode, presenting a keyboard and allowing the user to search and control via his voice.“So in conclusion we have been looking at the strengths of the large display, the strengths of the phone, and combine them together as a society of appliances,” Pahud said.A second video, authored by Microsoft researcher Bongshin Lee, takes the concept of “palette” in a different direction. By drawing an “L” on the display, the SketchInsight technology concept draws a graph; writing the labels for the X and Y axes not only assigns values to both, but also begins filling in the data (from a predetermined source, I assume). In a nifty trick, drawing a battery icon populates the graph with the appropriate data, also using the elongated icon as a the element of a bar graph.Lee’s video isn’t nearly as impressive as Pahud’s demonstration, if only because the source of the data is never really made clear, nor is how the data should be bounded. Creating a pie chart merely by drawing a circle is a nice touch, however, and shows how data can be herded into the appropriate format using the appropriate tool.Microsoft also presented research papers on:Adaptive machine learning. As a front-end tool, this is a bit difficult to conceptualize. Microsoft showed off several examples of machine learning, ranging from the relatively trivial — using machine learning to decide the category of a business expense — to the more profound, such as using a manufacturing profile to determine whether a semiconductor wafer was defective or not.Analyzing viral content. Much as you would expect, Microsoft’s research showed that “viral” content doesn’t originate from a single source, but is spontaneously shared by a number of influencers, whose content ripples across the online sphere. But Microsoft researcher Jake Hofman also developed a tool that would help analyze the “clout” of individuals on the Web, and track the virality of content they share. The Kinect handgrip. While this may seem relatively trivial, Microsoft views the ability to close one’s hand into a fist — the “handgrip” — as the gestural equivalent of a mouse click, and the company said that it would be supported in future versions of the Kinect SDK.Microsoft’s TechFest doesn’t necessarily mean that these products will come to market and be built into next-generation Microsoft-branded products. The Rajasthan government has appointed a three-member committee, headed by former Chief Secretary D.C. Samant, to study and implement the recommendations of the Seventh Pay Commission for employees in the State.Financial burdenThe committee, which will have two retired Rajasthan Accounts Service officers as its members, has been asked to make an estimate of financial burden on the exchequer and recommend new pay scales for the government employees. It will submit its report to the State government in three months.According to official sources, another mandate of the committee is to make suggestions for revising and fixing various allowances payable with different salary slabs. Besides Mr. Samant, the panel’s members are D.K. Mittal and M.P. Dixit.The State government had announced establishment of the committee in the last year’s Budget. Since the process for giving pay hike to the government employees has begun, Chief Minister Vasundhara Raje may announce implementation of the Pay Commission’s recommendations in her upcoming Budget speech during the ongoing State Assembly session.7 lakh employeesThere are over seven lakh government employees in the State, including those in the Panchayati Raj and local self-government institutions and the urban local bodies. Besides, the number of pensioners exceeds three lakh.The financial burden on the exchequer will be of the order of ₹10,000 crore if all recommendations are enforced.Though the State government had given its consent to the Centre for giving the Seventh Pay Commission’s benefit to the officers of all India services in August last year, the recommendations are yet to be implemented for them for want of a final decision in respect of State employees.Reacting to the decision, the Rajya Karmachari Samyukta Mahasangh said the State government was trying to mislead the employees by appointing a new committee. Mahasangh general secretary Tej Singh Rathore said the new pay structure should be introduced with retrospective effect.
