Dharamlall, IDB official settle “threat” matter

first_imgAfter having the Police file for almost two weeks, the Director of Public Prosecutions (DPP) Chambers on Wednesday returned the document to the Criminal Investigations Department without any recommendations for charges to be filed against People’s Progressive Party/Civic (PPP/C) Member of Parliament Nigel Dharamlall, who had threatened to shoot an Inter-American Development Bank (IDB) official.Guyana Times was made to understand that DPP Shalimar Ali-Hack did not make any recommendations on the issue since the lawyers for the two parties have decided to settle the matter and not go through the judicial process.Dharamlall recently came into the limelight after a Police complaint was filed that he allegedly whipped out his gun and threatened toPPP/C MP Nigel Dharamlallshoot the official after the individual was seen communicating with his (Dharamlall’s) ex-wife.The Police had confirmed the report and launched an investigation into the matter. The case file was subsequently sent to the DPP chambers on May 27.After the matter was publicised, Dharamlall was advised by his attorney, Glenn Hanoman, not to comment on the issue as to not interfere with or prejudice the investigation.The Attorney further noted that given the sensational speculations and inaccurate information in the public domain, it must be made clear that his client was “unequivocally” denying any involvement in any criminal act.Meanwhile, Opposition Leader Bharrat Jagdeo had told a news conference that the Party would be expecting an explanation from its MP.“Clearly, he has to give solid explanations, believable explanations to the executive of the Party and to us. He has to give those because it is a serious matter, the allegations are serious,” Jagdeo posited.The Opposition Leader went on to say that the matter would be discussed at the Party’s executive meeting, which was scheduled for last Friday. first_img6 June 2006South Africa’s only stock exchange, the JSE Ltd, listed on its own exchange on Monday morning.In a momentous occasion in the history of the exchange, guests were joined by Deputy President Phumzile Mlambo-Ngcuka, and wore a variety of hats in memory of the closing day of the old trading floor nearly 10 years ago to the day.By 10.30am the JSE had traded in the same region of trades seen in heavyweight companies BHP Billiton and First Rand.The JSE now joins an elite number of international bourses – including the London and New York stock exchanges, Deutsche Borse, Nasdaq, Euronext, the Australian Stock Exchange, the Singapore Exchange and the Hong Kong Exchanges and Clearing – that have listed on their own markets.For investors in South Africa and abroad, the move brings heightened transparency and visibility to the trading of JSE shares, which in turn has the potential to improve their liquidity and tradeability.The appearance of the JSE Ltd on the main board will allow international and local investors – including institutional and retail investors – the opportunity to compare the JSE as a listed company against its other listed peers.For brokers, many of whom have been members of the JSE for decades, the listing brings yet another counter onto their books to trade.“For the JSE, the listing brings with it an opportunity to both showcase itself to investors as a well-governed company as well as the opportunity to broaden our shareholder base through a broad-based black economic empowerment initiative that was integral to the listing,” said Russell Loubser, CEO of the newly listed exchange.The broad-based BEE initiative consists of two parts: a Black Shareholder Retention Scheme aimed at retaining existing black shareholders, and a JSE Empowerment Fund aimed at funding education for black people wanting to work in the financial services industry.The initiatives will raise the JSE’s direct black shareholding to over 10%.“This listing firmly entrenches the JSE’s commitment to transformation and allows us to lead by example in every aspect of corporate life, including black economic empowerment, as a critical consideration in the social landscape of South Africa today,” said JSE chairman Humphrey Borkum.“It has taken 10 years of hard work to get the JSE to a stage where it can proudly stand up and be counted amongst its peers as a listed company,” said Loubser. “But if you had to ask any of my team, they’d tell you without hesitation that it’s been worth the wait.”As a listed company, the JSE counter appears in the general financial-investment services sector under the alpha code reporter Want to use this article in your publication or on your website?See: Using SAinfo materiallast_img read more

African conflicts, vision on the agenda

first_img27 May 2013It was back to business for African heads of state as they began their two-day African Union summit in Addis Ababa, Ethiopia on Sunday morning.The weekend has been characterised by celebrations in various parts of the continent to mark the 50th anniversary of the Organisation of African Unity, now the African Union (AU).But the 21st Ordinary Session of the Summit of the African Union, which is closed to the media, is deliberating on more serious issues facing the continent and the ability of the so-called Vision 2063 strategy to enable the continent overcome its challenges over the next 50 years.The high-level meeting is set to adopt several reports dealing with peace and security on the continent and the political and financial position of the AU.South African President Jacob Zuma was scheduled to brief his fellow heads of state on the outcomes of the BRICS (Brazil, Russia, India, China and South Africa) summit held in Durban earlier this year, with a special focus on the BRICS Leaders’ Africa Dialogue Forum,The leaders were also due to look at a report on funding options for the AU prepared by Olusegun Obasanjo, the former president of Nigeria and chairperson of the High-Level Panel on Alternative Sources of Funding the African Union.While Africa has become home to some of the fastest growing economies in the world, the continental body has struggled to secure funding, with most of its member states struggling financially and dependent on external donors to supplement their budgets.Previously, the panel recommended a number of proposals for more sustainable funding, including a $2 tax on hotel rooms on the continent and a $5 levy on flights to and from African countries.The New Partnership for Africa’s Development (Nepad) Planning and Coordinating Agency admits that delays in payment of contributions by member states, coupled with the difficulty in accessing partner funds, are increasingly impacting negatively on the pace of implementation of the union’s activities, projects and programmes.“These are major challenges that deserve urgent attention and all the technical analyses conducted so far have confirmed that options identified as alternatives to the current system of financing will not only have a significant revenue impact for the Union, but will also be equitable and efficient,” the agency said recently.The AU Peace and Security Council was scheduled to table a report on its activities and the state of peace and security in Africa. The council has had a busy year trying to put out fires in conflict-ridden states such as Sudan and South Sudan.The leaders were also set to discuss the political instability and conflict in Mali, the eastern Democratic Republic of Congo, Somalia and Madagascar, which is in a political deadlock since a 2009 coup. Madagascar has been in crisis since Andry Rajoelina seized power from former President Marc Ravalomanana.The UN says the instability in Madagascar has resulted in an economic downturn in the country, and international donors have been reluctant to continue with development aid amid uncertainty about how the money would be spent.Source: read more

Yet while Google, Facebook, Amazon, and Apple have taken over their own niches–Microsoft rivals them all in its overall market capital–currently valued at over $800 billion with a portfolio including Office, Windows, Outlook, LinkedIn, Skype, and Azure’s Cloud services.  Microsoft merges its data from all of these platforms for everything to AI to advertising. While this can help create more efficient products, it also makes it harder for anyone else to compete, particularly in the software market.What is GitHub?When programmers and developers create software, theyneed some place to store the code which project members can access  as well as some way of tracking changed—or a distributed version control system, to use the lingo.  GitHub is the dominant open source platform that provides a repository and version control systems used by programmers to store code and collaborate on projects.What problems could this deal cause?GitHub has emerged as the industry platform for version project members.  Everyone in the software industry uses, including Microsoft’s competitors. It, has emerged as an unofficial social network for the programming community, with personal information creating an indelible record of the world’s top developers work histories and products. Control of GitHub grants insight into how the entire programming world trends—as well as individuals and entities shaping the trending.This could be a competitive problem because as Paul V. Weinstein has written in the Harvard Business Review,  Microsoft  will gain “access to the legions of developers who use GitHub’s code repository products on a daily basis”  so they can be “guided into the Microsoft developer environment, where the real money is made.”Thus, Microsoft’s $7.5 billion offer, approximately 30 times GitHub’s annual recurring revenue, seems makes more sense. By gaining GitHub’s unique insight into programmers and programming, Microsoft will be protecting its dominance in its software markets.What are some common sense remedies federal regulators could impose?Rather than block the merger, federal regulators could impose some simple conditions on the acquisition to protect the integrity of private information and prevent the possibility of Microsoft unfairly leveraging GitHub’s unique position to gain market advantage.Transparency.  Microsoft should disclose any changes it makes to GitHub, its policies, and account requirements–as well as immediately and publicly posting all takedown requests and the resulting actions, if any.  Microsoft should disclose any datamining of the GitHub platform and make results public. It should not sell or disclose developer information to third parties.Neutral Platform.  Microsoft should continue to offer GitHub as a neutral platform for all programs and developers. There must be no preferential treatment for proprietary code or affiliated developers and no discrimination against open source code or developers. By that token, the non-discrimination should prevent using GitHub to promote Microsoft products, or to disparage competitors’. GitHub should not become the Microsoft store or marketing channel.  Github users should be able to “opt in” to communications from Microsoft, rather than being required to opt out of emails and other communication.Privacy.  There must be a “Chinese Firewall” ensuring that GitHub users’ private information is never shared with Microsoft—or with any of Microsoft’s verticals.last_img read more

But perhaps the most distinct looking genre of them all is action.There are exceptions to every rule, and you should never shoot a certain way just because that’s what other filmmakers do. Though as a starting point, it’s helpful to learn the fundamentals of constructing a scene in any given genre (in this case action) so you can eventually put your own spin on it.So before you go out and shoot your next action piece, be sure to consider these key points to make sure you’re getting the best result:Contrast is KingAn action film without contrast would be like a comedy with no jokes. Action movies need to look intense and edgy, and one of the best ways to achieve this feel is by creating a lot of visual contrast in your scenes.Always be on the lookout for ways to add contrast while shooting. Frame your shots to capture higher dynamic range scenes. Light those same shots to get your shadows darker and highlights brighter. And in post, color grade accordingly to maximize the work you’ve done on set.Change your Shutter SpeedMost of us have had it drilled into our heads that we should always shoot with a 180 degree shutter. For those of you that shoot on DSLRs, that effectively means you want your shutter speed to be double that of your frame rate. So at 24p, you’d set your shutter to 1/48 (or 1/50).That said, many action sequences call for you to bend the rules and crank up your shutter speed. Rather than shooting at 1/48, try shooting at 1/125 and see what happens. Every movement will become more pronounced and even subtle camera moves will be intensified.Here’s a helpful video from Smiv that touches on the ins and outs of shutter speed. Keep Your Shots TightIn many cases, tighter shots make for more intense visuals – so whenever possible, frame for closeups. The longer the lens, the more intense a moment will feel as your characters fill up more of the frame and their actions appear subsequently larger and more powerful.You’ll still want to get your usual wide shot coverage, just like with any other production.
