President Zuma announces new Cabinet

first_imgMineral Resources – Ngoako Ramathlodi 26 May 2014 Cyril Ramaphosa was appointed Deputy President and Deputy Finance Minister Nhlanhla Nene was promoted to minister of finance in President Jacob Zuma’s new Cabinet, announced on Sunday following his inauguration for a second term as President on Saturday. Zuma said the new executive – which includes new appointments in the minerals, energy, police and telecommunications portfolios – had been picked in order to drive economic transformation and restore foreign investor confidence by “ensur[ing] implementation and the impact of the National Development Plan (NDP)”. Ngoako Ramathlodi is promoted from deputy minister of correctional services to minister of mineral resources; Tina Joemat-Peterssen, previously minister of agriculture, forestry and fisheries, takes over as minister of energy; former department of labour director-general Nkosinathi Nhleko takes over as minister of police; and Siyabonga Cwele moves from being minister of state security to being minister of telecommunications. In another big announcement of the evening, President Zuma said Deputy Finance Minister Nhlanhla Nene would be promoted to be the Finance Minister, replacing Minister Pravin Gordhan moves from the Treasury to head up the Cooperative Governance and Traditional Affairs portfolio. His successor, Nhlanhla Nene, is South Africa’s first black finance minister. Nene was the chairperson of Parliament’s portfolio committee on finance for a number of years before being appointed deputy minister of finance in 2008. His wealth of experience and track record is set to ensure continuity and maintain confidence in a portfolio that is key to the country’s economy.New and merged departments Besides appointing new personnel, Zuma also announced a number of changes and mergers to the departments in his executive. The Cabinet now includes a new Ministry for Telecommunications and Postal Services, Ministry of Water and Sanitation, and Ministry for Small Business Development. The National Planning Commission and the Ministry for Performance Monitoring and Evaluation has been combined into one Ministry in the Presidency in order to harmonise planning and monitoring. It will be headed by former justice minister, now minister in the Presidency, Jeff Radebe. A new Communications Ministry has also been established for overarching communication policy and strategy, information dissemination and publicity, and the branding of the country abroad, Zuma said, adding that improved marketing of the country would promote investment in the country. This department will include the Independent Communications Authority of SA (Icasa), the public broadcaster, the SABC, the Government Communication and Information System (GCIS), Brand South Africa, and the Media Development and Diversity Agency (MDDA). The Ministry of Women, Children and People with Disabilities has become the Ministry of Women, located in the Presidency, with functions related to the support of children and people with disabilities transferred to the Department of Social Development. US-Africa summit a major breakthrough: Zuma

first_img7 August 2014African leaders and the United States have agreed to work together to build stronger trade ties between the two continents, South African President Jacob Zuma said at the close of the historic US-Africa Leaders’ Summit in Washington on Wednesday.Hailing the summit as a major success, Zuma touted the inroads made at the summit, including more than $33-billion in investments in Africa announced by US President Barack Obama.The summit, the first of its kind to be hosted by a US president, was seen by many as an attempt by Obama, who has African origins, to recalibrate relations between America and Africa. Some say it was also a legacy issue for Obama, whose father hails from Kenya.However, Zuma said that the conference had succeeded in bringing almost all African leaders together under one roof to discuss common interest with the United States, a crucial market for African goods.Africa is home to six of the world’s 10 fastest-growing economies and a rapidly expanding middle class, Zuma said, and this week’s summit was an affirmation both of Africa’s growth and of US willingness to take Africa on board as the two regions seek to expand their growth.South Africa’s inclusion in Agoa ‘no longer an issue’He added that, following the summit, the question of whether South Africa would continue to be part of a renewed Agoa no longer an issue.“That to us is very important, because before we came here some people were saying South Africa is now developed and doesn’t need Agoa. That is no longer the issue, because everyone has realised that South Africa is one of the key players in the integration of the continent and [that] if you pull South Africa out of that you really will be in a sense destabilising that process.”A ministerial meeting at the US State Department ahead of Wednesday’s summit had also eased lingering doubts regarding the Obama administration’s support for the renewal of the African Growth Opportunity Act (Agoa) when the Act’s current term comes to an end next year.“Given the manner in which this summit has helped to foster our relationship, it’s going to be very difficult for any future American leader to come and ignore that this summit has taken place and what it has achieved,” Zuma said.Support for Africa’s stand-by forceHe said a great part of the summit’s deliberations had focused on boosting US business ties with Africa, the continuation of Agoa, good governance as well as peace and security.The US also pledged to provide financial support for Africa’s stand-by force, which is expected to start operating in October.The good news is that America has changed its earlier stance on conflict resolution on the continent, and will not attempt to send any troops to Africa in times of crisis but will instead leave this to the continent’s leaders and the African Union.Since 2009, the US has committed to provide nearly $892-million to develop African peacekeeping capacity and strengthen African institutions. The US has also come out strongly in support of the work done by more than 67 000 African peacekeepers serving with the African Union and United Nations in Africa.US ‘not just playing catch-up with ChinaZuma played down suggestions made by some analysts that the US was simply playing catch-up with China, which is increasingly expanding its presence in the continent.“The view is that anyone who wants to make business in Africa is welcome. The Chinese have a role to play. Even Obama says they have a relationship with China. China’s presence in Africa is not an issue that was discussed. What we discussed was that Africa is opening up and whoever wants to come and invest is welcome.“Africa is saying here we are, we are ready to do business, and whoever wants to do business with Africa must come. A relationship should be based on mutual benefit and understanding,” Zuma said.There were fears, earlier this week, that the US stance on the Israel-Palestine conflict and the current outbreak of the deadly Ebola virus in west Africa would overshadow the summit.But in his final press conference at the end of the summit, Obama said leaders from both sides had emerged more determined to strengthen ties between the US and one of the world’s most dynamic and fastest growing regions.New financing to promote US exports to Africa“The summit advanced our shared interests in increased US-Africa trade and US investment in Africa and highlighted America’s commitment to Africa’s security, its democratic development, and its people,” Obama said.“By enabling discussion of tangible actions that can be taken to deepen the US-Africa partnership, the Summit fostered stronger ties between the United States and Africa.”The summit’s theme – “investing in the next generation” – reflected the common ambition that the US shared with Africa “to leave our nations better for future generations by making concrete gains in peace and security, good governance, and economic development,” he said.On Wednesday, Obama announced $33-billion in new financing to promote US exports to and investment in Africa.He made the announcement at the first US-Africa Business Forum, where he said that $7-billion would go to new financing to promote US exports to and investments in Africa under the Doing Business in Africa Campaign.US companies will also sign deals in clean energy, aviation, banking, and construction worth more than $14-billion, in addition to $12-billion in new commitments under the President’s Power Africa initiative from private sector partners, the World Bank, and the government of Sweden.Source: SAnews.gov.zalast_img read more

The company closed $16 million in Series CS funding from Institutional Venture Partners (IVP.) The round included participation from existing Spiceworks investors Austin Ventures and Shasta Ventures.With most online applications, the model works like this: You sign up for a free, Web-based trial. You give it a go for 30 days. If you like it, then you pay for the service on a per-user basis.Almost every SasS provider we talk to uses this model. The model is so predominant that you could end up paying thousands or tens of thousands of dollars in monthly fees for Web-based services. The best plan is to know exactly what you need so you can be efficient with your use of these services. Still, the costs can become substantial when you consider your business requirements.That’s what’s interesting about the Spiceworks approach. It’s a free Web-based application that is supported by advertising. You can pay if you prefer and block out the advertising. The model seems to work. IT users get an application that helps manage their networks and in return are served with relevant advertising.More than 850,000 people have signed up for the service from 196 countries. It’s attracting 1,000 users per day. Technology companies seem to be interested. Spiceworks has thousands of partners developing plugins such as the Intel power manager released last year.Does the Spiceworks approach make sense for Web-based application providers serving the enterprise market? Maybe so. If the advertising is relevant and helpful, perhaps application providers can extend past the free-now-pay-later model that is now so predominant. Colorado’s Low-Income Solar Model

first_imgMissing the solar revolutionThe NREL report, authored by Jeffrey Cook and Monisha Shah, points out that low-income households spend proportionately more of their money on energy than others. One study of 48 U.S. cities showed the median energy burden for low-income households was 7.2%, more than double the burden for the median household across all cities. In some cases it was much higher.One way of reducing energy costs is by installing on-site PV systems, but the NREL report says this boom has largely been reserved for middle- and upper-income families. In California, for example, only about 5% of all residential PV installations were on homes with annual incomes of less than $40,000.“If this trend holds true in many other states, PV may disproportionately benefit higher-income families nationally,” the authors said.Colorado addressed the problem with a 2010 law called the Community Solar Garden Act, which required developers of community solar projects to make sure that at least 5% of their subscribers were low-income households. Since then, the Colorado Energy Office has expanded efforts by supporting community solar projects that were completely earmarked for low-income households and by incorporating PV into state weatherization programs.Until 2005, photovoltaics were not eligible for funding under the federal Weatherization Assistance Program. Through the Energy Policy Act approved that year, weatherization funds could be used for up to $3,000 worth of solar on an individual residence, providing the state could show the Department of Energy that adding solar to its program would be cost-effective. (The limit has since been raised.) The state has also tapped into federal money distributed under the federal Low Income Home Energy Assistance Program to pay for weatherization programs.Xcel Energy, the state’s largest investor-owned utility, helps subsidize the cost of PV installations using money it collects under a renewable energy portfolio fee, the NREL report says. From 2017 to 2019, the number of households getting PV is limited to 300, with the capacity of each system capped at 3.5 kW.Roughly 11% of Colorado residents are what the NREL report calls “energy impoverished,” meaning they spend more than 10% of their annual household income on energy. Energy-efficiency improvements typically include the replacement of refrigerators and light bulbs, and adding insulation in the attic, around ducts, and in walls. In addition to savings from those improvements, households that also got PV installations could see annual energy savings of $400 or more, the NREL report said.Joseph Pereira, director of low-income services for the Colorado Energy Office, told Inside Climate News that making solar available to more low-income people also helps address a basic fairness question. Low-income electricity customers pay the same renewable energy fee to their utility as any other customer, he said, but they get a disproportionately smaller share of direct benefits.“From an equity standpoint, it was really time to get some of that money moving in the low-income direction,” he said. In all, eight community solar projects have been developed that help some 400 low-income subscribers reduce their electricity bills by between 15% and 50%.Colorado is one of a dozen states and the District of Columbia that have PV programs for low-income households. The state is using a systematic approach that experts say could be a “clear roadmap” for other states.A report posted at Inside Climate News says that photovoltaic (PV) arrays rated at 20 megawatts, all earmarked for low-income residents, should be installed by the end of next year. That includes rooftop solar systems at some homes as well as a number of community solar facilities that collectively serve hundreds of households.Rooftop PV arrays have been installed by county and regional weatherization offices that already were adding insulation and making other energy-efficiency improvements for low-income residents. One county weatherization official called the expansion into solar “the next logical step” in helping low-income people lower their energy bills.In addition to installing rooftop solar on individual homes, Colorado’s Energy Office also is backing a number of community solar projects. They include the 2-megawatt Coyote Ridge Solar Farm in Fort Collins, which is thought to be the largest low-income community solar facility in the U.S. It was installed by the nonprofit Grid Alternatives in conjunction with the local utility, Poudre Valley Rural Electric Association.center_img RELATED ARTICLES Getting the cost of PV downIn a telephone call, Pereira said that PV installations help solve an inherent weakness in conventional weatherization programs. Data gathered by his office show that low-income residents spend about 50% of their energy budgets on home heating and the other 50% on electricity unrelated to heating.“We have a long-standing weatherization program that does a great job and saves customers a lot of money, but it really doesn’t save on the electric side of that ledger,” he said. “We didn’t embark on solar for solar’s sake. The data really led us to the idea that we could use solar, be it rooftop or community solar, to achieve our goals, which was to put low-income customers’ expenditures in parity with the rest of the state.”The goal is not to “give away free electricity,” he added, but to make sure these customers have about the same energy burden as customers who have more money. That means a reduction in power bills of 30% to 50%.When the program began, the state was paying installers about $3.60 per watt for the installations. But since then, they’ve knocked about $1 off the cost, due largely to steep reductions in the soft costs that installers typically would have to cover. Pereira said the program’s internal target is $2 a watt.In deciding which homes get solar and which don’t, program officials are bound by federal guidelines that require at least a 1-to-1 payback. That is, for every $1 spent on solar the benefit to the customer must be at least $1.“We’re not putting solar on any homes where it’s not cost effective to do so,” he said. “That is, the customer receives benefits greater than the investment we make. We’re seeing positive numbers. We’re seeing a 1.8 to 2.4 return on investment.”The expansion of conventional weatherization improvements to include solar is just an acknowledgement that the utility landscape is more dynamic now than it has been in the past, Pereira said. “This isn’t any magic thing,” he said. “It’s just more responsive to the world we’re in now.”last_img read more
